드림 파크 조성 계획은 쓰레기 매립지의 기능성을 최대한 유지하는 가운데 대상지의 자연성을 회복하고 활용적 측면에서 보완적 시설 도입이 이루어질 수 있는 환경생태공원으로서의 부지 활용을 목적으로 하고 있다. 환경생태공원의 개발은 혐오 시설로 인식되고 있는 쓰레기 매립지를 우리 주변 생활 속의 일상적인 공간으로서 인식될 수 있도록 유도해 줄 것이며 수도권 시민 및 지역 주민들의 휴식공간뿐만 아니라 더 나아가 세계적인 관광 명소로 자리매김할 것이다.
